The best way to convert HTML to an editable InDesign file is to convert the HTML directly to IDML, InDesign's open XML format. idmly does that in one step. Convert.guru is a file-format reference site, and I couldn't find an HTML-to-InDesign converter on it.
Convert.guru is useful for working out what an .idml, .indd or .indt file is and how to open it. idmly is the tool that makes the IDML from an HTML or AI-generated design: real text frames, named paragraph styles, editable vector charts. The first two pages convert free.
Same caveat as my other comparisons: I make idmly, so read this with that in mind. I checked Convert.guru's InDesign pages in October 2026, and I'm describing what they say, not guessing. If it changes, tell me and I'll fix this page.
The core difference: explaining formats vs making them
Convert.guru has pages for InDesign's file types (IDML, INDD, INDT and others). They explain each format, and for IDML it can inspect the XML and pull out the text stories. For actually converting an IDML to another format, its own IDML page sends you to Adobe InDesign. That's an honest answer, and a sensible one.
What I couldn't find there is a tool that takes an HTML file and returns an InDesign document. That is the one job idmly does: it renders your self-contained HTML in a real browser, reads the computed layout, and writes the .idml directly. No PDF sits in the chain.

The best ways to convert HTML to InDesign
InDesign can't open an HTML file, so every route is a workaround of some kind. Here they are, ranked by how much of your design survives.

You've been handed an unfamiliar file and want to know what it is, what opens it, or how to pull the text out of an IDML. It's a solid reference for that. idmly doesn't read or explain existing InDesign files.
